Eclipse 的環境就不說了，一搜一大片，按那個做就好。
官網DOWN的SDK，如果是ANT模式 創建一點問題都沒有，如果是Maven的話，編譯不過。
解決方法：
修改根Pom.xml文件依賴即可，maven install.
之後就可以用MVCPortlet了。
