windows下安装wget

1. 下载exe
   http://downloads.sourceforge.net/gnuwin32/wget-1.11.4-1-setup.exe
   双击exe 进行install
   记住安装路径 wget_path

2. 配置环境变量 在系统变量 path中添加wget_path/bin

3. 使用，出现无法建立SSL时，在command 后面添加–no-check-certificate
