Could not find action or result

1.action放错了位置（这种场景action能够正常访问，但是会返回404）

疑惑：

action所在包和注解

package web.action;

@Controller
@Scope("prototype")
public class PlanAction extends BaseAction implements ModelDriven<Plan> {

在    <context:component-scan base-package="web.action"/>中虽然配置了扫描此包，但是会出现上述异常，而把action放在此包的子包下则恢复正常
