After installation, Stack Builder 3.0.0 wants to download additional software, but it failed to work behind proxy server - though proxy server setting is correct. psql Windows does not display Chinese correctly. Some Chinese string is readable, but others are not.
Install postgresql-9.0.3-1-windows.exe
