原因：
ou could not do pip install torch because the Windows packages are not hosted on PyPI. Instead, please enter the commands in https://pytorch.org. （github上給的建議，就是說pip install torch不會成功）
解決辦法：
進入Pytorch官網，下載torch，此時下載的torch會很慢，一般在下面網址，下載適合版本的.whl文件。
https://download.pytorch.org/whl/torch_stable.html
