错误描述：
Error: The server is not ready for publishing. Please check if the Publishing Tools on the server are started。
出错原因：在这种情况下主要是因为你没有打开你的ArcGIS Server Manager的服务。
请前往你的http://localhost:6080/arcgis/manager/index.html网址启动服务。
ArcGIS Server Manager
打开 ArcGIS Server Manager，然后登录。
单击服务 > 管理服务。随即出现管理服务 模块并显示 启动 和停止 按钮。如果停止按钮灰显，意味着此服务当前已停止。相反，如果启动按钮灰显，意味着此服务已启动，当前正在运行。单击其中一个命令。该命令仅应用于模块中选定的服务。
如上图所示状态下，属于停滞状态。点击启动按钮，启动服务。
另外如果你连续点击启动或者停止将会报错：
Error while starting AppServer. Required port ‘4000’ already in use.
在这种状态下一般说明你的服务已经启动了，无需再启动服务。
上述停止按钮灰显处于，服务处于停止状态。
当启动按钮灰显状态就可以发布了，发布过程比较缓慢，请耐心等待。
