argue的一個用法

今天注意到argue有一個用法:
to state,giving clear reasons,that something is true,should be done etc:argue that
 (1)Croft argued that a date should be set for the withdrawal of troops.
 (2)It could be argued that a dam might actually increase the risk of flooding.
我認爲可以理解成：“闡述，論述”
