FlexViewer2.x 本地化（中文）方法

1. 點擊項目右鍵“屬性”（Properties）選擇“Flex編譯器”（Flex Compiler），在右側的“附加的編譯器參數”（Additional compiler arguments） 中 將 -locale en_US   改爲  -locale zh_CN； 
2. 在com\esri\viewer中找到文件ViewerContainer.mxml 將其中的public static const DEFAULT_CONFIG_FILE:String = "config.xml"; 改爲public static const DEFAULT_CONFIG_FILE:String = "apps/zh_CN/config.xml";
