ArcGIS License不能正常啓動，刪除註冊表，關掉防火牆，關掉殺毒軟件都不起作用的可能原因：端口占用。
下面是解決辦法，共三步：
1、在arcgis license 安裝目錄的BIN文件夾運行lmgrd -z -c service.txt，報錯Failed to open the TCP port number in the license.

2、找到和27000衝突的PID，此處爲3632，用taskkill /pid 3632 -t 刪除衝突的端口

錯誤: 無法終止 PID 3632 (屬於 PID 3176 子進程)的進程。
原因: 只能強行終止這個進程(帶 /F 選項)。

成功: 已終止 PID 3632 (屬於 PID 3176 子進程)的進程。
3、再次啓動lmgrd -z -c service.txt，如果彈出下列信息則表示成功解決。關掉命令提示符，在License Server Administrator中啓動即可。
