解决 devtools::install_github 的 SSL/TLS connection failed 问题

使用 devtools 的 install_github 命令安装一个 R 包报了如下错误：

Installation failed: schannel: failed to receive handshake, SSL/TLS connection failed

百度了下，[已解决]failed to receive handshake ssl/tls connection failed github，人家是提交代码，我这是要下载，于是照葫芦画瓢，打开本地 Git Bash 窗口，将自己的 cacert.pem 文件路径替换上去。
