解決方案：
到Apache官方下載，與你版本和系統環境匹配的tcnative-1.dll，複製到tomcat/bin目錄下，重啓服務器即可。

可以根據自己所需要的版本來下載，如果不知道就隨便下載一個，啓動tomcat時會給你提示，並告訴你需要的版本
