排查二：
這可能與爲運行ArcGIS Server服務的用戶啓用了TLS版本有關。可能值得嘗試以下方法：
1）按住Shift並右鍵單擊Internet Explorer圖標，然後選擇“以其他帳戶運行”。輸入運行ArcGIS Server的帳戶。
2）進入“ Internet選項”>“高級”，並確認同時選中了TLS 1.1和TLS 1.2（位於列表底部）
3）重新啓動ArcGIS Server服務，然後嘗試再次創建站點
