有兩個方法
GetCitiesByCountry 方法有一個參數CountryName(國家名)，獲取一個國家的所有城市的dataset的xml
GetWeather方法有兩個參數，城市(可以通過GetCitiesByCountry得到)和國家，獲取一個天氣情況的dataset的xml
