從現網log看，NSA UE 在attach過程中，一般網絡會查詢兩次ueCapability，則終端會上報兩次ueCapabilityInformation。
第一次
第一次查詢在安全消息之前，不包含nr相關。
第二次
在第一個rrcConnectionReconfiguration之前。因爲一般在第一個rrcConnectionReconfiguration中就帶了nr相關的信息。所以必須要在第一個rrcConnectionReconfiguration之前獲取終端NR能力。

不過實際上，在聯通現網第一個rrcConnectionReconfiguration包含了attach accept，active default bearer request，但 沒有包含MeasObjectNR-r15。包含了另一個字段nr-RadioBearerConfig1-r15，在36.331 RRCConnectionReconfiguration field descriptions中定義如下。所以nr-RadioBearerConfig1-r15中包含的是38.331協議中定義的RadioBearerConfig IE。在上述鏈接中nr-RadioBearerConfig1和nr-RadioBearerConfig2是在同一個RRC reconfig中，但是在聯通現網下，是分別從兩個RRC reconfig中下發。

終端回覆的UECapabilityInformation包含 UE-EUTRA-Capability，UE-NR-Capability和UE-MRDC-Capability。UE-NR-Capability和UE-MRDC-Capability均在38.331中定義。其中MRDC 是指（Multi Rat Dual Connectivity）。EN-DC 是MRDC中的一種。
在UE-EUTRA-Capability中，包含有irat-Parameters-NR,裏面上報支持的nr band。
