could not build wheels for scipy which use PEP 517 and cannot be installed directly解決

前幾天，給我的jetson xavier重新刷系統，刷的是jetpack4.3版本。之後在pip3 install keras的時候，始終卡在安裝scipy的地方，經過一番努力，最後報錯內容大致是“could not build wheels for scipy which use PEP 517 and cannot be installed directly”
這個問題困擾到我打算重新刷機，最終通過以下解決：
pip3 --no-use-pep517 install keras解決
