(原文)Learning to live with riots

(contiued)

After that, almost everything on the waiting list involves substantial amounts of money: for the rehabilitation, training and employment of the hard-core unemployed, for subsidized housing, for anti-poverty schemes, for more and better schools, for the general improvement and remodelling of central city districts. Beyond these there is a crying need for consistent and humane nation-wide standards of welfare benefits. Taken all together, the Administrations's existing proposals amount to too little to produce the needed social transformation or even to prevent the social conflict from growing more acute. They might approach what is needed if the Administration were to seek, and Congress were to grant, funds to carry them out on an incomparably more generous scale than has so far been attempted.

But the Administration, because of its foreign military involvement and its difficulties with the balance of international payments and the domestic budget, is in no position to make such a request, nor, if it did, would Congress be in the mood to listen. Make do and mend will be the rule for some time to come. Without much doubt this means that social and racial tensions, and civil disorder with them, will continue to rise. Perhaps the most that can be hoped is that the trend may be arrested in two or three years and then reversed before the repressive systems of white self-defence, so much feared by the Kerner Commission, become part of the national life.

(仿寫)A family affair

I remembered one thing. Many years ago, my brother found a job in a new four-star hotel. That was one period of his best, because he was excitingly absorbing all kinds of new knowledge. One day, I got a call from my father. He told me that my brother was about to quit and buy a taxi car with my father's money, because he had decided to be a taxi driver. I just could not believe it. My brother was in no position to come up with such a crazy idea, nor, if he did, would my parents be in mood to listen. All about this idea involved a substantial amounts of money. But I was wrong. Taken all together, my brother left the job in the hotel far behind and got in his new orange taxi car. Several years later, he sold this car with low-price. Without much doubt this means that my father's money and my brother's youth were sold with low-price. Even to me, this thing became a very upset family affair. Perhaps the most that can be hoped was my brother was still under the love and protection of my father. But that sound not too good.
