巴基斯坦陸軍總部附近爆炸35人死 (Blast Near Pakistan Army Headquarters Kills 35)

Pakistani police say a suicide bomber has killed at least 35 people near the country's army headquarters in Rawalpindi. More than 30 other people were wounded.

Police say Monday's blast occurred outside a bank near the Shalimar hotel, just a few kilometers from the capital, Islamabad. Television stations showed ambulances and police vehicles racing to the scene.

Meanwhile, Pakistan's government has offered a reward for the capture - dead or alive - of the country's Taliban leaders. Newspaper advertisements offered up to $5 million for the capture, or information leading to the capture, of Hakimullah Mehsud and more than a dozen other Pakistani Taliban.

Pakistan's army is mounting a major offensive against the militants in the South Waziristan tribal region. The Taliban killed hundreds of people last month in retaliatory attacks in other parts of Pakistan.

阿富汗選舉委員會宣佈卡爾扎伊當選總統 (Afghan Election Officials Declare Karzai Winner)

阿富汗獨立選舉委員會宣佈卡爾扎伊在阿富汗富有爭議的大選中當選。此前他們取消了原定於本星期六舉行的總統決選。

選舉委員會主席星期一表示,由於贏得8月第一輪大選,並且作爲原定於117日舉行的第二輪大選的唯一候選人,卡爾扎伊當選連任。

之前卡爾扎伊的競爭對手阿卜杜拉星期天宣佈退出大選,原因是他擔心選舉中存在舞弊。

美國,英國,聯合國都發表聲明,祝賀卡爾扎伊當選。他們也對阿富汗取消決選表示歡迎。

Afghanistan's Election Commission has declared President Hamid Karzai the winner of the country's disputed election after canceling a second round of voting.

The commission chief (Azizullah Ludin) said Monday President Karzai would keep his post(職位) because he was the winner of the first round of voting in August, and the only candidate in the run-off election that was scheduled for November 7.

Mr. Karzai's challenger, Abdullah Abdullah, withdrew from the race Sunday because of concerns about widespread fraud, which marred(玷污) the August vote.

The United States, Britain and the United Nations issued statements congratulating President Karzai. They also welcomed the decision to cancel the run-off election.

U.N. Secretary-General Ban Ki-moon met both Mr. Karzai and Abdullah in Kabul Monday. He vowed the U.N. remains committed to Afghanistan.
